- The SPV will be a limited company registered under the
Companies Act, 2013. It will be headed by a Chief Executive Officer (CEO)
who will function independently.
- Efforts will be made to appoint a CEO by the end of this
month so that other formalities could be completed according to the
timeline set by the Centre.
- The proposed SPV will have 10 Government directors and
five independent directors. While officers of Housing and Urban
Development, Energy, Works and Information and Technology Departments will
be appointed as directors of the SPV, experts from Odisha and other States
would be given the role of independent directors.
- There will also be a finance officer of the SPV to look
into the financial transactions.
- The SPV will be given powers to implement the proposed
development projects. It will plan, appraise, approve, release funds,
implement, manage, operate, monitor and evaluate Smart City development
projects.
- Demarcation of land will be done jointly by the General
Administration Department and the Bhubaneswar Development Authority (BDA)
for resettlement slum dwellers.
- A smart city will be equipped with basic infrastructure
to offer a good quality of life through smart solutions. Assured water and
power supply, sanitation and solid waste management, efficient urban
mobility and public transport, robust IT connectivity, e-governance and
safety of citizens are some of the major attributes of a smart city.
